Haki > Hax imo or else Kaido could make Law one shot any top tier in the verse with his Gamma Knife and I don't see it coming. But maybe Sugar can indeed turn everyone into a toy with her hax... it's a tricky matter for sure. Hax is overall by far the greatest thing around, but PIS makes haki the most important.
