Mihawk says that Luffy has the most dangerous power on the seas: the ability to make people become his allies. "Sea" in Japanese is Umi, which reversed is Imu. Imu has the power to force people to become his allies, while Nika does it naturally.

Mihawk simply spoke about Luffy's effortless charisma for rallying people together for a unified cause, which could be a threat to Imu, sure, but to believe Mihawk intended the "sea" as a clue for Imu is seeing things where there aren't.
It's Mihawk's internal monologue; no need to be cryptic. Had Oda wanted to give hints towards someone who could be threatened by Luffy's nakama-pull, he would've phrased it in his usual way, like "The most dangerous ability... even for that man."
