Yeah no,Toguro is Citylevel.Sanji and Vergo are both Citylevel+(scaling to Sabo´s casual Hiken).And both are faster

Vergo and Sanji have no chance against Toguro Jr even if both of them fight . Uremeshi had to use Genkai's spirit power to advance himself to take on likes on Toguro he is just really dangerous .
