Boruto anime isn't canon, and even if it was, Urashiki was weakened by getting hit by Adult Sasuke's Kirin, and poisoned IIRC.

In a movie guide for the last, it states the Toneri is Naruto's most powerful enemy yet, which includes Madara, Kaguya, etc.

Base Toneri also sucks anyway, so who cares if he jobbed to Urashiki. It's TCM Toneri who's impressive.

Toneri wasn't as big of a "threat" because Naruto and Sasuke were WAY stronger than him.

Kaguya was more of a threat because she was stronger than everyone she was fighting.

The moon obviously wasn’t finished forming in the screenshot in the pic you posted.
When the moon was finished growing to full size Hagoromo and Hamura pushed it into orbit in fast speed, which was a full size moon. At the end of their convo the full real moon is shown in the sky.
Toneri Cut through thousands of km of rock still as only the core of the moon is hollow.

the more impressive feat is Toneri pushing the moon while fighting naruto at the same time

The Moon shown in the screenshot where Hamura and Hagoromo are looking up was still in the process of being created. It is shown multiple times througout the series with Chibaku Tensei (the large scale ones performed by Pain as well as the one that Kaguya got sealed in the 2nd time) that rocks still continue to accumulate as the "Moon" continue to ascend up.

The Moon reached its actual size (most likely similar to our own) at the moment the thing ascended high enough to reach outer space.
