Most top tiers have an answer for falling into sea water. so how will blackbeard find a solution to it, has it was shown in his fight against law if he had fallen into the ocean he would have lost.
luffy, kaido, bigmom, aramaki, kizaru, fujitora, (potentially akainu)- can fly
aokiji- can walk on water
non df top tiers- can swim
the only top tiesr that i can think of that doesn't have an answer for falling into the ocean is whitbeard, sengoku and probably the gorosei.
I think blackbeard devil fruit will have to do with giving him more agility and potential flight because for the fight with luffy to be half interesting, he can't be static like his fight against law
