It's very, very safe to assume that the 3rd Party is the Revolution. Honestly, it's not even an assumption at this point.

We don't know the full extent of the Revolution's power and influence, but it should be a pretty big deal. It has members like Goruro, a BH from the LPB Family, and most likely a Top 300 HR. Kirin and Bellerir are the 2nd in Command of their respective families (Bellerir is a shitter when it comes to strength, but Kirin is the real deal). Gustang is plausibly collaborating with them given some of his actions and goals.

The guy at the top is not Wangnan, but as you can see, it looks like him and Zahard. He's called "The Boss" and not much is known about him yet. He's plausibly the leader of the Revos, albeit it's unconfirmed as of now.
