Theory Trebol's future importance and true mission? Rox connection? Puppeting Doflamingo?

Trebol's one of the more interesting characters Dressrosa had. Being apart of the Doflamingo pirates since the "Young Master" was a child. But something interesting about him was just how much he influenced Doflamingo.
He was the one who gave Doflamingo his Devil Fruit and the gun he used to kill his father.

What If.
Trebol's mission was to find and raise a person strong enough to shake the World? Vergo's mission to join the Marines and he spent over 15 years doing it, what if Trebol was playing the long Game? Not being strong enough himself so he raised Doflamingo someone he thought had the power.
So what was Trebol doing before he met Doflamingo? He was with the Rox Pirates.

He was an apprentice, like Kaido but was over shined by him. Jack was 8 or even younger when he joined the Beast Pirates. Big Mom was 6 when she became a pirates. Shanks was 10 when he joined the Roger Pirates, even Doflamingo was 9 or 10 when he became a pirate.
