I think there is a very high chance she was involved in the GV incident, teaming up with the Rocks or Roger pirates to save Shakky.

If so, there’s a decent chance she really is Luffy’s mom. As Oda could use GV to have her meet Dragon for the first time. With the series wrapping up and GV being a nexus for the stories of numerous different characters, feel like Luffy’s origin being tied to the incident via his parents’ first meeting makes sense.

Just speculation, but it's a point to think about... I myself don't really like the idea of her having a relationship with Dragon right in GD, but I think it's very plausible that Pirate Kuja went to GD to rescue Shakky.
