Yeah, Ubel's magic works based on her imagination. As long as she can imagine cutting Gojo then she will cut him guaranteed.

But like you said, if Gojo made the first move then he'd win. If Gojo just standing around and lets Ubel gets close to him, Gojo will gets the Sukuna treatment.

Ubel only needs to believe she can cut something, ignorance of Infinity would be in her favour, now if she learns of his infinity before she cuts him she may not be able to do so, but her cut magic does not travel it's instantaneous, things she wants to cut are cut. Of course due to his Reverse Cursed Technique she would need to dice his brain up to ensure he cannot heal, but as she is likely unaware of that, she would cut his midsection like she did in the test and likely fail to one shot him, where he would then know her threat level and immediately deal with her.

Gojo should have more than enough experience in dealing with cursed spirits whose attacks can leave deep cuts and scars (if not outright bisect people) so he'll more than likely be wary of a polearm wielding opponent that has cutting abilities that work more effectively than what's expected of a bladed weapon.
