They used to go after WB and Roger. As you said they need permission to go after WB after Roger's death. So yeah they are a system. WG leaves them alone since they help to reduce pirate "population" by crushing them. And Shichibukai does just the same while still helping them to fight Yonko when necessary, probably Marienford war was the only time they needed, all of them at once. Marineford was clear that no power opposes to WG. WB knew that and was willing to die just to save his sons. And WG knows that 2 Yonko combines could potentially put their power in check.

"Garp" would go after pirates and thats Garp alone cause he does whatever the fuck he wants, you dont ever hear any yonko say Momonga, or Akainu would go after them only Garp.
& yeah cause WB went all out, Sengoku literally had to let everyone know to be careful cause he can literally destroy the world & the overall goal was to rescue Ace and keep casualties as low as possible, they rescued Ace until he let his emotions win, in the broad scope if it all in the end the marines lost, WB & Ace died yes but WB was at his limit health wise and Ace, the Admirals couldnt even get past the YC until they took advantage of being offgaurd and not paying attention evn so much that Aokiji had to make the statement to clarify how he was able to "win" against Jozu, what did any Shichibukai accomplish, lihawk was barely able to even touch luffy, he was unable to damage Buggy his captain, he could not get close to WB, 2 of his commanders stopped him in his tracks and so did Croc. Joker caught Jozu off-guard and was equal to Croc, Moriah got negged by Jinbei, Kuma got stalemated by Iva, like what did any shichibukai or top tier even do from the marines side outside of Akainu who even then had a piss poor showing, if Garp and Sengoku had went all out or did something this might be a different story but same can be said for the opposing side we saw marco treat king and queen like fodder, they were also down 3 commanders Ace, Teach and Thatch & they also didnt even have the Fishmen Pirate Crew alongside them. Jinbei alone was already a lot for most people to handle imagine if they had the full Sun Pirates there.
Marines have then since have done nothing to combat the Yonko outside of fighting Luffy in which case took both an admiral and Gorosei member plus CP0 to fight him.
