Ever since fishmen race were kids they just want equality.. They wanna do what humans do and preety much to live like humans because for them they dont see any difference between two races.. This is why fishmen and minks see humans not different from them. some of these hatred fueled the other fishmen races and turn them evil.
Some had power to change this but most of them failed, like fisher tiger the sun pirates, and rhe queen of fishmen, some had the power to change it but they did it the wrong way of doing it like Arlong who saw that nothing will change human and that grew his hatred to them.
To be able to understand what im trying to say why fishmen just want equality lets go back to the past of onepiece. When Luffy was walking on cocoyashi village he was interfered by 3 of arlongs main crew, the fishmen were waiting for Luffy’s reaction but they were amaze how Luffy reacted which is (no discrimination at all, nor fear or any negative emotion), the way Arlong’s crew was amaze made me think that they really not that bad all this time it seems to me they just want equality, but humans see them differently. Probably most of the crew who joined Arlong saw the same thing as Arlong that nothing will change humans
Arlong probably once dream for the fishmen to live like humans when he was a kid, but the more and more he grew up, and everytime a human see him, and they act like he was a monster, he just turned how humans see him. This made him grew more hate about humans and decided to create his own, which became the arlong park where its main idea is for their race are the one discriminating humans just like how they experienced on his life preety much how the celestial dragons do, paying tributes, discriminating, preety much like slaves, specially nami.
Otohime can sense hatred with her haki and even more, Celestial Dragons see’s fishmen as a nothing but low class creatures, normal humans see them as monsters, Otohime fears that one day fishmen will born more fishmen that hates humans like Arlong or maybe worse than Arlong like Hody Jones. I mean there’s a lot of fishmen that hates humans maybe a lot of them and maybe there’s a lot of Arlong too if times comes because what Arlong hates to humans is the same as what other fishmen hates on humans.
The Celestial Dragon Mjosgard understands this, probably during his travel back to the blue sea with Otohime. Otohime tried her very best to make Mjosgard see her point of view.Probably there was a tome Mjosgard saw himself to the likes of Arlong which is something that will never end unless someone else change it and it can start to them the Celestial Dragons.
Jimbei knew who has the will of fisher tiger and has the dream for a better future for his race that no one else in the sea but luffy could actually help him fulfill his,Otohime and fisher tiger’s dream for his race. Who knows if Hachi once told him about what Luffy did in this scene since Hachi was probably the reason how Jimbei knew what Arlong did after he let him escape from Prison to become the 7 warlord.
