Urouge is one of the strongest supernova. Hence by the time he is introduced, I think it is very possible that he would have awakened his DF.
Urouge's DF buffs his strength after he takes a beating and the name of his attack is called "karmic punishment". Hence I assume he has the paramecia karma karma fruit or something similar.
Regardless, Urouge is styled as a buddhist monk and his powers seem to deal with karma. Assuming this is a paramecia DF, then his awakening will surely effect the environment, just as every other paramecia awakening has been shown to do. But how can karma effect the environment?
Well, as it turns out I have studied buddhism to an extent and there is a very famous buddhist story that I feel like Urouge's awakening could be based off of. That being the death of Devadatta.
Devadatta was an indian monk who is alleged to have opposed The Buddha.

He did a bunch of shitty things, including trying to murder the buddha. Eventually, he realized the errors of his ways, but when he went to go see the buddha to apologize, the earth literally crumbled under him and he fell straight to hell.
A japanese illustration of this scene:
I feel like given how Paramecia awakening effects the environment, this would be the perfect awakened power for a karma like ability, such as the one Urouge has. Basically if you have any negative intents towards Urouge, his awakening will cause the ground to crumble under your feat and you will fall straight down into magma. Like a weaker version of Puncture wille.
