I think the final saga will loosely parallel the vs yonko saga. Specifically I think Elbaf will parallel WCI, in that it’s a transition from the introductory arc(Zou/Egghead) to the finale arc(wano/redline).

WCI was Sanji’s arc
Elbaf is Usopp’s arc

I think it’s very possible that Oda will expand on Usopp’s family in Elbaf. We know Yasopp is a deadbeat and a POS, I wouldn’t put it beneath him to have more kids. Specifically I think Usopp has giant brother(s).

Oda literally announced WCI as "Year of Sanji," aside from in-character declarations, I haven't seen him say anything about Year of Usopp or Arc of Usopp.
