As you know oda is biggest dragon ball fan, this vegapunk arc is likely inspired on cell saga.

We saw android 18( 02 punk) and he has more androids like 01 punk and maybe 03. He voice controls them, so it was vegapunk that talks at the end. He speaks like old man


So vegapunk is old man
