It's a tad more powerful than what Yakone and Amon pulled off with their bloodbending.

This video shows most, if not all instances of Bloodbending.
Having the ability to control every muscle in a person's body at will might be enough to prevent Victoria Neuman from moving freely.

However, Neuman's ability seems to be much more potent and is also stealthier in its application.
