While a lot of people think Vivi will reunite with Luffy and become a SH, I'm not entirely sure that will happen. Luffy is still a pirate and it is still improper for Vivi to publicly declare her alliance with a pirate, even if she is being hunted by the World Government. Rather, I think Vivi will have her own separate character arc which will eventually lead to her becoming a great Queen like Lily once was.
Specifically, I think Vivi will become the Empress of Amazon Lily and ultimately unite Amazon Lily and Alabasta under one rule, making her one of the most powerful Queens in One Piece by the final war.
As I've said in past theories, I think Amazon Lily was founded by Queen Nefertari D Lily. We know that somehow Lily disappeared, and that there is coincidentally a kingdom in the calm belt with her name on it. I don't think this is a coincidence.
We know that Wapol is terrified of being killed by the world government for what he saw. This will lead him to eventually seek shelter in wano. As we know, wano has an impenetrable defense, and given how its Luffy's territory, the world government's influence on the island is almost zero. Wano would be the perfect place for them to land, as the next cover story will likely take place in wano, meaning Oda could easily set up Vivi's character arc through this cover story.
In Wano, Vivi will meet Hancock and the Kuja pirates, who will come in search of Luffy. Once Vivi reveals her identity to them, they will realize that she is a descendant of the founder of Amazon Lily, Nefertari Lily. Hancock will offer to make Vivi Queen of Amazon Lily, since she wishes to go and marry Luffy, which she can't do if she's ruling Amazon Lily.
Vivi will decide to become a Kuja, as she has no intentions of getting married, and she'll probably want to get stronger so that she can face the world government.
I think while she is in wano, she will eat Orochi's mythical snake fruit. imo its only fitting since she will become the new snake princess, plus Vivi needs some sort of power up in order to keep up post skip. Although, I think when Vivi uses this power it will look a lot less goofy and more intimidating.
