And honestly, better to be selfish than hypocritical.

Some were more obedient and loyal dogs to the wg like moria and boa who wanted to protect her island. Mihawk never once did partake in anything that didn’t peak his interest it was rare for him to even show up to the warlord meeting at all. So I doubt he played any role in terrorizing the innocent.
