Imu just appeared on Elbaf, by taken over the body of a Holy Knight. Did he do the same on God Valley? Did he possess Garling or another Holy Knight back then? Were Garp and Roger given credit for something Imu actually did? I mean, defeating Rocks.
Rox is above Imu, being a blade user, and the previous #1 Swordsman in the World, not to mention, person who'd defeated the likes of Garp, baby shanks, Garling, Roger Whitebeard and Buggy
