We've heard about Dragon and the RA having the potential of being threats to the WG since The start of the Grandline. But if you look at what they have done and the Bounties of the Commanders upto things point they haven't done much on a World scale.
Was the Attack at the Reverie the First Big outing for the Revolutionaries?

They are participating on revolutionary wars in many kingdoms. As Dragon stated I guess 12 of them Revos are involved.

And Dragon is told to be World Worst Criminal. I guess Oda just sucks with bounties. He is trying to not give them much importance so people doesn't scale with them.
