The will of WB follows Weevil as protection and as we all know Newgate matched Roger’s haki. Weevil looks to be able to perform attacks similar to Divine Departure.
Galaxy Impact would be another good estimate of his true AP seeing as how a casually CoC from Garp with one of his standard moves should be well within the range of someone compared to WB in his 40’s.
A wise man once told me, never underestimate retard strength. Garp is > Chin Jao who had island AP at the time and both are weaker than Whitebeard period.

I could easily see Weevil matching G4 Luffy’s physical strength and overpowering him. His haki proficiency would be similar to that of Yamato’s which already spooked Aramaki.
