Kizaru compared Weevil to a younger Whitebeard and Doflamingo referred to Ryokugyo as a “real monster”.

But clearly we have no idea just how strong the younger version of Whitebeard Kizaru was referring too is. It should also be noted that Mingo said the same thing about Fujitora.

Ultimately it boils down to who do you think is stronger between “younger” Whitebeard and Fujitora to speculate how strong they are based on the compliments…

I think Weevil may be stronger. He is destroying remnants of the WBP and they are all in hiding still. I like Ryo more so far because he’s cool with Issho and had no worries ignoring Sakazuki’s orders too

Considering Whitebeard was 44 when Kizaru joined the Navy (Whitebeard is 18 years older than Kizaru, and Kizaru joined the navy at 26), that's the "Youngest version" of Whitebeard that Kizaru can compare Weevil to. So Weevil should be pretty damn strong.
