What is your opinion on this?
This makes so much sense after chapter 1102. With the way Gorosei were dealing with Kuma, Ace and Ohara, there was noway they ignored Luffy for so long. They're ruthless and have zero tolerance for mistakes.
Just 3 weeks ago, questions were popping around at why Kuma didn't reunite with Bonney at Saboady and now that has been cleared up.
So, i'm sure we're going to see Shanks, Dragon or Garb protecting Luffy from the background.
Scenario 1 - Dragon's flashback showing him keeping an eye on Luffy for the whole time and foiled the marines that were going after him.
Scenario 2 - Garb in Dragon's flashback finding out Luffy ate the Nika fruit, quickly hid him in the mountains for Dadan to take care of him to stay out of WG's radar and was keeping an eye on him by tricking the marines to look elsewhere.
Scenario 3 - Shanks told the Gorosei to keep their hands off Luffy and they have to abide because the Figarland family clearly have a higher authority than them.
