In the manga it states the feet must be on the ground for him to make body parts fly, and there's a scene in impel down where buggys feet fall but then his floating head does too. To separate he can do it at will or when he purposefully gets cut. But what about the range?

His range was limited to a sphere with the center in feet. To that he can control them. Tho idk how big it is right now after timeskip. Btw swag Avi

While hard to say, I remember he was using his fruit to make himself appear much bigger when he became a Warlord, so it wouldn't surprise me if he did manage to improve the range.
