I don't know how unpopular it might be, but Naruto has some of the worst world-building in manga/anime. Logically, each country should have a main army of samurai and ashigaru with an established noble (Daimyo), and the Shinobi are the spies and assassins for each country. But by the end, the Kage is the de-facto ruler, and the thousands of Shinobi are essentially the country's main army.
