Luffy will start a relationship with Nami but only like in the final chapter of One Piece. So Oda can still keep his promise that romance doesn't play a role in One Piece.
Luffy is so driven to become Pirate King, things like girls are just a distraction to him....until he finally does become King and notice Nami's things thanging.
