It is probably a project to turn Wano into Onigashima-like island. Basically, Orochi has had his fun and now it is time to pull the curtains on this epic and kill all Wano civilians to complete his revenge.

Then Kaido will turn it into the Beehive like the one where Xebec picked him up.

First ting that comes to mind when I think of the "New Onigashima" phrase is either a re-location or expansion of Onigashima. Like @MD Zolo has already pointed out it could be that Kaidou has decided to completely expand his territory to all of Wano. Orochi couldn't care less if Wano burnt to the ground, so it's very feasible. Murdering all the Wano citizens tho is a bit extreme and I'm not really sold on it but it isn't really beyond Orochi tbh. Now that Kaidou has allied with Lilin and intends to take over the world, an expansion of his base does make sense. That said, Kaidou said his announcement was gonna shock the beast pirates and as terrible as the massacre of all the Wano citizens sounds, it doesn't really come off to me as shocking from the beast pirates perspective. I wonder tho if the entire structure of the beast pirates will be changing in someway in a way that would include the BMP?:zorothink:
