Oda gives Usopp a hammer like mjolnir that returns to its wielder.
Usopp is given the hammer by Prince Loki because he was the only one to pass its test, showing the fears of all those who attempt to grab it and only those who can withstand these fears can use the hammer.
For example using the monster trio and Usopp:
Luffy tries and sees his crew and Sabo dead while Luffys incapable to help and just like with Perona Luffy gives up.
Zoro tries and sees himself lose a sword duel with the wado ichimonji snapped where he hears Kuinas voice again “you’re weak Zoro.” And like with Perona Zoro gives up.
Sanji tries and sees Zeff dead right in front of him and as he cries he notices his hands were taken. And like with Perona Sanji gives up
Usopp goes and sees the monsters he’s been afraid of the whole time, he sees Kaya about to be killed by Kuro again but Usopp like with Perona is still able to fight.
I feel this would be a good way for Usopp to begin realizing his dream and to showcase what bravery can mean, fighting despite ones fear. As well as being foreshadowed through his fight with Perona

The reunion with his father will possibly happen later depending on whether or not Shanks shows up around Elbaf I guess.
Perhaps it makes sense if it happens later because Luffy is probably yet not a real big Pirate until he beats a yonko clean and square so perhaps they will meet post Big Mom defeat.
