We know of Rayleigh chilling his ass not caring about being spotted. He has this luxury due to his strength.
We know old Crocus is living like some eremite in the Eastblue. I don't think the marines will ever find him.
Shanks and Buggy have been kids back then. And they immediately started their "careers" as wanted pirates.
Gaban might turn out as the burn marks Man. But even if not, he'd be powerful and/or smart enough to escape capture /have a low profile. Or he's just dead by now.

But what about the fodders? Why did no one, like the Admirals, Holy Knights, Kaido or other Roger enemies, hunt them down and torture the secrets out of them?

It cant be possible that literally everyone loses track of like 30+ wanted people for 2+ decades. Especially when they're dumb fodders.

They abandoned the pirate life and moved on with their lives, which is entirely plausible, after all they were the crew of the Pirate King.
