For humans. WG rulers (Gorosei or Imu) don't care about the average CD.
At Celestial Dragon, there is no friendship or solidarity like there is among pirates and the marine. They are too selfish.
I think the Gorosei and Holy Knights get the most food during the Famine.
The average Celestial Dragon gets the least.
The Celestial Dragons kill each other to get food.

Hmm the truth is the WG (Imu, Gorosei, HK) don't give a damn about the CD but they can't ignore it.
The CDs won't let it go, they are still the gods of One Piece so they will ask the Navy to take care of it by trashing them, etc.
So the Navy will try to settle the things or send two admirals to fight/intimidate the Yonkou. Kaido or not, they won't face two admirals at the same time.
It's stated in the manga, if you touch a CD, an admiral will come so doesn't matter if you are Yonkou or not, by default they will send an (or two) admiral and marines for the CD. Once again WG doesn't care about the CD but they don't care also about losing one or two admirals, because they are just pawns. They found Fujitora and GB after Akainu became the FA and Kuzan's resignation.
About the balance ? well yeah they care that's why they will instantly find a substitute. Remember they lost Kaido and Big Mom at the same time, they named Buggy as Yonkou. Simple as that.
As someone said, in the chaos of God Valley, 0 CD got killed. Don't underestimate the power and influence of the CDs : they finance, rule, and do politics at many levels. So they can't just ignore a CD because there will be many repercussions especially that dude Charlos and his family. That's why Celestials Dragons are such a dickheads.

nothing they sent ppl after luffy tried to cover up the nika fruit only sent an 1 admiral after luffy punched one, Garling already killed one they don’t care about CD that much.
They’ll assassinate the cd or cover it up or send 1 admiral to do it and one admiral and fodder isn’t enough. They aren’t sending multiple admirals for a a single a CD.
