It is Imu, unlike Kishimoto Oda did his job well, so he introduced the final villain of the series in chapter 900 so it's far from ending and have good time to develop this final villain. Kaguya comes with crazy energy, but she was boring as hell. unlike Madara.
Oda here doing something opposite. Now Oda basically builds final villain team and this alone is crazy. If Kaguya have a real team and build up she would be better villain, then just clown who appeared on less then 10 chapters and beign defeated.

Kishimoto did a better job to hold tension tho also Wano Kuni ruined One Piece

I don't think Imu is gonna be the final villain either, reason being he looked too clumsy with Sabo imo. He's the biggest threat known, but I doubt it's gonna end there.

Other options we have is the sea devil, the devil itself, that red serpent... or some unknown variant.

No, Imu is the FV

Kaguya's handling is universally hated and Oda isn't as shit as Kishimoto, so there's no way there's going to be this unseen antagonist that will only be revealed in the last thirty chapters

Explane why Imu cannot be the FV, when he litteraly created oppression for 800 years(if not even more then that), he killed Joy Boy and Luffy is symbol of freedom?
