In the beginning of Elbaf's arc we thought Loki killed Harald just to obtain that mysterious DF, but as it got hinted recently it's not just because of that, what if he learned about Imu' existence & powers to take control of people when he confronted his dad, which lead him to kill Harald and set sail to take down the WG ( like his idol Rocks ) ?
When he got questioned about the holy knights he said that if he had gotten far enough to met those guys he would be king of the world already ( meaning that going after them was most likely his main goal, again like Rocks basically )
We know that at some point however Shanks captured him and brought him back to Elbaf, my guess is that Shanks knew that if Elbaf's royalty had openly attacked the WG it would've caused the world balance to crumble ( well like what is happening rn ), leading Loki to call him a coward because he was " afraid " ( more like afraid they would happen too soon ) of the consequences of Loki's actions ( cuz 100% Shanks tried to use the talk no jutsu with him )
