My guess is that Lucci will injure Zoro before going down then Zoro will face Goatbeard while being jumped by fodder + Pacifista, that way the Navy can be a threat to even him.

Not a "Low Top Tier", not even an inbetweener.

Zoro will be just another YC 1 in that case.

He might even be weaker than the likes of Shiryu and Benn Beckman.
