Jack is a fodder whos only strong point is his Endurance. Dressrosa Zoro would absolutely neg diff Jack with "Billion Fold World".
Giant Golem Pica was and is way stronger than Jack and im not joking that Man showed even full Body Armament Haki he was just unlucky facing Zoro who at that Time already was at Commander lvl above the likes of Jack and Cracker by a good Amount (especially Power outputwise)

If it's Oda, then Zoro ain't losing. But for the sake of the argument, Oda will make Luffy find a way to defeat Jack, plot armor or not.
Personally I'd like Zoro vs Jack on Zou with Jack getting defeated and getting scarred. Jack uses gas to escape and returns to Onigashima. Kaido sees Jack's cut injuries and gets excited a strong swordsman/samurai is coming his way.

First of all, your scenario with Zoro is not happening. Zoro would have to be without swords, totally drunk and disabled by some poison for that to happen.
Any encounter between Zoro or Luffy vs Jack during the Zou period ends with Kaido losing one of his All-Stars.
Jack gets brutally defeated. He doesn't have any advanced Haki forms, just a Zoan fruit. He also doesn't have any named attacks

Cracker was only superior due to his astonishing defenses which Jack doesn't have; otherwise, he would've gone down in less than five hits from Gear 4. However, the Cracker fight was written with both fighters succumbing to PIS for the sake of Luffy running into Sanji at the right time. Every "Yonkou Commander" level character (including Katakuri) is a pushover to Gear 4's brute strength and wouldn't stand a chance against it unless they have really good defenses or can easily dance around it (which may or may not require future sight).
Jack probably folds Base/Gear 2/3 Luffy but becomes a train wreck waiting to happen once Luffy utters "Muscle Balloon."

Gear 3 should damage Jack, I don't think it will one shot, seen how weaker characters such as Page 1 wasn't one shotted even though he has a more durable DF.
Jack best feat is destroying a building.... not even multiple building. While Gear 3 is already Mountain DC.
Luffy can dodge Jack and even damage him with Gear 3.
I really think Jack can't be judged as a Billion Pirate since he has been with Kaido since he was 8 Years and now is 28, 20 years of being a pirate, mostly where Kaido started his solo career so Jack's bounty should be very very inflated. Look at Zoro, defeated King yet his bounty is still 280 milli0n inferior.
Almost 300 million inferior and then look with who he was paired, with Perospero who has 700 million berries. If Jack also has 280 of inflation, then he should 720 millions worth for real. Not weak, but the weakest Commander for sure.
Fools acting like Jack wouldn’t scale to be as strong as Cracker bare minimum, acting like Cracker the glass cannon is supposed to be more difficult to damage than an ancient fishman zoan, and acting like Jack wasn’t sent to collect Doflamingo which included facing Fujitora, Sengoku, and Tsuru… My boy even dodged jail time
