What if.... Shin didn't see Reiou's dust clouds?

During the FD arc, when Kyoukai took the Wei HQ, GHM escaped and met with Reiou - Shin spotted the dust clouds and went to investigate, which lead to Reiou's death. But what happens if Shin was looking in the other direction and totally missed it?

- Reiou/GHM are together, trying to re-forge the Wei army and take out Tou.
- Gaimou is fine and battling the Ryuukku army.
- Shin then goes to join up with Kyoukai/(badly hurt)Ouhon/Rokuomi who are at the original Wei HQ.
- Tou is still defending against Ranbihaku
- Kanou is battling a no-name Wei general

What happens from this point?

Based on my memory, I think Reiou was confident enough that he can take out Tou once he regrouped with the others. So Tou could potentially die if what Reiou says is true.

Reiou 100% believed that. Of course whether that's true or not is up for debate.
