Even if Croc used to be a woman, being the Empress prior to Hancock would be weird as fuck since they have LITERALLY no real interaction. Atr least him having some comment towards Boa or some shit would allow for the possibility but as of now this would somehow feel even weirder than him being Luffy's mom, which is saying something.
