Another case of "Wait for the Viz"
To me it looks like Oden has been dreaming of this for 20 years, and now you can add another 25 years since he spoke that line. All together that's 45 years.
Rayleigh is 78 while Shanks, who was an apprentice clearly younger than Oden, is currently 39. So 45 years since Oden first dreamed of opening up Wano seems to perfectly fit within his lifetime. Oden's flashback could have his subordinates recount the first time young Oden spoke of his dream.
I can tell you Momo and Scabbards explaining to Luffy "Thanks for beating Kaido, but it's going to take another 20 years to open up Wano" will definitely not happen.
The thing is we saw Oden before he took over Kuri from Ashura Douji. And by then he wasn't talking about wanting to open the borders. Then we saw Ashura douji after he was added to Oden's entourage when the Scabbards were being formed and Oden's dream doesn't come up. It's implied at that time that Oden mostly cares about getting money to feed himself hence why he sent the scabbards to steal from Yasu
That scene LITERALLY can't be more than 45 yeas ago since Inuarashi, looking about 8-12 years old, is in that scene and he's only 40 like right now
Also, when I said that Oden means he needs 20 years ago from the start of the opening of the borders to completion of the opening of the borders, I mean the opening of the borders already started 20 years ago around the time when Toko sent everyone into the future and something has been happening in the background for 20 years that literally necessitates 20 years for the borders to open
Like what I meant was, it's not a coincidence that Oden seemingly talks about 20 years for the Borders to open and yet a few chapters ago we literally have the Scabbards asking themselves why Lady Toki chose 20 whole years to actually send everyone in order to complete the opening of the borders... Basically I'm implying that it was Oden who told Toki that 20 years are required to send everyone because there's something the literally requires 20 years to pass for the borders to be opened to begin with...And that something already started 20 years ago qnd is gonna end now

Tbh JB's translation seems more appropriate that it has been Oden's dream for 20 years, as children in the capital were being taught that Oden was a villain coz he wanted to open Wano's borders and he gave the same orders to his retainers implying that he had immediate plans to do so and not wait 20 or more years before taking action.
But then there's problem with that
The scabbards asked themselves why Toki chose to send them 20 years into the future implying whether Oden or Toki wanted to open the borders immediately, they still specfically chose 20 years by their own volition so the 20 years directly must have something to do to aid the opening of the borders... Unless you think Toki or Oden had some future prediction powers to know the MC would appear 20 years later, it's more likely they actually had a plan that actually needed 20 years to work somehow
Also we know the age of Inuarashi and we can approximate what Oden was doing 45 years ago and from what we can gather, he had a problem with the closed border policy but expresses no interest to change it himself... In his flashback with yasu, he's not even interested in becoming shogun yet that's literally a requirement if he's to ever change the border policy... All he cares about is going out to sea at that point... And that was definitely not more than 45 years ago

I mentioned this in the chapter thread. I’d like to wait for viz translations. However, we know the flashback to have occurred around 25 years ago. 23 years was when Shusui and Ryuma were stolen from Wano, and when the country descended. If Oden was preparing to open the borders, those would’ve been derailed by that incident and the coup later happened.
Did the Yasu/Oden flashback mention anything about ports? Because there’s one legal port to enter and leave Wano in Hakumai.
The Yasu flashback is the one that mentioned that Mogura is the only legal port in and out of the country
My idea is that Oden isn't mentioning 20 years here when Toki chose to send everyone 20 years and The scabbards even ask why Toki chose such a long time and all this ends up a coincidence
Like he had a dream for 20 years (which doesn't even match the time line) and his wife chose 20 years to send everyone in the future and those numbers matching means nothing
I don't usually believe Mangastream transatins over Jaminis but this time the jaiminisbox is actually contradicting things and the manga stream makes more sense
