or the Madara/Ywach kind of evil wherein his opposition to Joy Boy and the Ds was because he genuinely thought his ideals where good?

I think his design will reflect this, if he has a goofy design then probably he’s the former and if he gets a Madara/Ywach/Sukuna design then he’s the later

If Joyboy, his opposite, is all about energy and parties and freedom, I think Imu will be entirely about misery, torment and servitude

No, he has not. He has let the descendants of his peers become parasites onto the world. The World Nobles can do anything they want with no consequences, the tribute made to maintain their cushy lives drives entire nations into poverty. The Gorosei are the only ones among them who at least *try* to rule the World Government. The rest of them are fat, lazy sacks of shit who make things worse for everyone when they leave Mariejois.

And that's just the World Nobles, not even mentioning the fascist secret police, Cipher Pol.
