2. The Rocks Pirates’ Real Goal
Thanks to Ginny, the Rocks Pirates learned about the Celestial Dragons’ plans and decided to crash the party.
Were they just after the treasure?
Was that the perfect chance to go all in against the Government?
Maybe it was all part of a much bigger plan.
Stussy: "Today is the final fight, I assume!"
John: "That's the idea."
Gloriosa: "We'll settle it once and for all."

But not everyone was fully aligned.
Linlin: "Let's just steal what we're after and scram. All these dreamers with their heads in the clouds."
Also, Linlin and Kaido talk about something that, to me, clearly points to the Devil Fruits present on the island:
Linlin: "They’ll be mine!!"
Kaido: "But you can't do anything with them, Linlin!"

Kaido then adds:
Kaido: "I hear Roger’s on the move. He's the last man I’ll let..."
Another translation puts it like this:
"Seems like Roger’s on the move too. He’s the only one that..."

So what exactly were they fighting over?
3. Gol D. Roger’s Role
Roger went to God Valley for Xebec. That much seems clear.
But based on this line:
Scopper Gaban: "No special privileges for the captain here, Roger!"
It sounds like even his crew had their own personal reasons for showing up.

Could it be that Roger learned something about the Ancient Weapons at God Valley?
Shiki: "You know the location of the weapon that can destroy the world!"

Roger says he’d been waiting a year to meet Xebec again.
That lines up with when he reached Lodestar, exactly one year before God Valley.

4. Monkey D. Garp
Garp arrived at God Valley to fight Roger.
But instead, he ended up teaming up with him to stop Xebec.
I think Xebec managed to get what he wanted and became such a serious threat that Garp had no choice but to fight alongside Roger.
But ultimately, I believe Xebec failed to finish what he started. Maybe he rushed things. Maybe the timing wasn’t right.
It feels similar to what happened with Roger at Laugh Tale.
He got so close, but the world wasn’t ready yet.
God Valley was Xebec’s Laugh Tale.
The moment he had no choice but to step back and let the will live on through others.
