Many people just use “low/mid/high” + [insert disaster level], but I think the power level fluctuate too much in every disaster level for only three subtiers. For example, Armored Gorilla is a Demon canonically, so if we classify him as a low Demon, then the version of Genos that beat him would at the very least have to be at the upper end of low Demon since he mid diffed him. So the version of Genos that fought DSK should be mid Demon at least. EC Genos was so much stronger than DSK Genos that it was said in one of the audio books that he could two shot DSK, so this version of Genos has to be high Demon. Red Garou fought evenly with this version of Genos, and Red Garou was incapable of doing meaningful damage to Bug God, so Bug God should logically be at least a subtier above, but we ran out of subtiers for Demon.

So I think that each disaster level should have 5 subtiers. Fringe, low, mid, high, and peak/above. Here’s an example of how this is would work:
