Tbh i think Urouge & Bonney are Characters whom Oda planned to introduce even before he created Supernova.
It's just that when he decided to create Worst Gen, he thought it would be better to include Urouge & Bonney with them.

Urouge is most probably the Birkan Monk defeated by Enel & Oda planned to introduce him, cuz there is still more important Lore to learn about Birkans & Moon People

If he is a Villain, then imo he will be Killer's Final Fight
But if he turns Ally, then imo he might join Grand Fleet (Urouge & Hajrudin are inspired from Real-Life Ottoman Brothers)
