It was first said by Zorostans against Luffy as evidence that Luffy's an imbecel or something.
As for what it actually means, idk... I thought it funny myself, but I also hoped Luffy would restrain himself from acting so excited or so.

Law throw his scabbard cuz he always hold it on his hand or beside him , he dont put it on his waist as other swordsman .
Thats why when law fight with his sword you dont see scabbard with him .


While dump luffy even when he can put on his waist he throw it away .

...

Now this made me realise that WSW is like law , he put it beside him or his kitten hold it .

That is disrespectful for the sword (and as a cursed one it should have made Luffy regret it the very next moment he threw it, don't know, maybe some fodder stabbing him) and that is why Zoro went crazy as he treats the swords (at least his swords) with the same cure Luffy has for his straw hat.

About Law maybe he sees swords just like instruments for his df/surgeon skill, also he didn't threw it at the enemy but behind him in an empty space so maybe that is acceptable for a swordsman/ df user way less obsessed by swords than Zoro.
