Well:
#1 has to be Knowledge.
Not just for it's applications in warfare and bettering your technology for personal situations, but for its utterly vital role in understanding the truth of the world and what you'd be fighting or standing for by taking certain actions.
The entire Elbaf flashback, from the perspective of Harold, is essentially a warning as to what might happen if you hold a simple but consistent misunderstanding about something important, even if you're otherwise perfectly virtuous.
This is, if anything, even more significantly vital IRL.
#2 should be Ethical.
People often mistake ethical actions for being kind actions, and often times that's what they are, but the true reason for ethics, as outlined by the ancient greeks, is that acting ethically is logically the strongest and most foundationally solid way to act, on a society level, anyway.
Moreover, even if you cant get strength or peace, at least Ethics is quickly achievable by anyone, even if you often need knowledge to properly guide it.
And even if you don't have the heart for resistance, an ethical non-resister can still sometimes do good within the world.
#3 is Resistance.
It's pretty simple. You need the spine to stand up for what's right.
Even if you have all the strength in the world, you cant do much good without a sense of resistance. Even if you have no strength at all, that doesn't prevent your resistance from being worth something.
You really need knowledge for good resistance, of course, otherwise you'll be standing up against your own interests, as well as the interests of others. And unethical resistance is villainous and futile, but other than those qualities, resistance is of most fundamental importance in just about any society, because you're kidding yourself, or just not looking hard enough, if you don't think there's something out there worth actively resisting.
#4 is Strength.
To start, Strength can mean a lot of things. A man who can feed his family is a strong man regardless of his ability to punch well or kill someone else with a gun. And the opposite is also somewhat true. Strength is capability and capability determines how far you can go. Though, without the first 3 qualities, there's almost no use in going anywhere frankly.
That said, outside of the most mind boggling extremes, there will almost always be at least some use for additional military strength, as a deterrent, if nothing else. So assuming the above 3 are at least partially met, a country focusing on strength is something I view as a fairly praiseworthy act.
#5 is Kindness.
It says a lot about the importance of the above that this comes 5th, but a country without at least the first 4 qualities is less of a country and more of a joke.
You can survive with ethics but without kindness. You can thrive even. I can acknowledge that humanity as a whole might one day be forced into that position out of a coldhearted pragmatism and that going there might technically be the correct decision after the fact.
But it's kindness that is fundamentally what we live for and what I cherish most in life. There is hardly any meaning in life without it. In that sense, it's far more important than even Peace.
That said, there is still some meaning in life without kindness, and life at all without the above qualities is far from assured, so I'm still leaving it down here.
#6 is Peace.
War is Hell. It's hardly ever justified. But in certain fringe cases, sometimes there are enough reasons for war that it is justified. I'd go to war to protect kindness. Thus, peace is below Kindness.
#7 is Progress.
Progress is of course, a major component of strength and capability, and is often linked to kindness, but you can have kindness without progress and you can have some strength without progress too.
And if you have progress without ethics or knowledge, you get something like the developing AI apocalypse we're stumbling towards. Or the Seraphim, speaking in One Piece terms.
Thus, though progress is still something I consider a really good and important quality, there are enough asterisks to why progress is good that I have to place it all of the way down here.
