Depends on who the final villain is going to be. I'm of the belief that BB will be the ultimate final villain of the series. So this makes it more propable that a BB commander is Sanji's last opponent.
I think fair bets would be ranging from a particularly powerful VA to someone like GB (unlikely he will reach admiral level). Maybe Burgess of the BB Pirates.
