The way Oda has been chopping up storylines since Punk Hazard, skipping around different povs, doing panel-short flashbacks to fill in info or to undo clifthangers, we no longer get neither filler chapters nor full-infodump chapters, which would at least alter the pace somewhat, but instead what current OP chapters are is a Frankensteined concoction of filler scenes--pages upon pages of reactions and reiterations of things we already know--all building up to a couple end-pages of actual plot only meant to make the reader want to read the next chapter ASAP.
The weekly releases are padded with filler. It was, among others, one of the main critiques to the Wano arc as well. That mess would have been better received if instead of jumping around Onigashima to show a glimpse of each SH, Oda had instead taken his time to dedicate entire chapters only to a single fight. Even Luffy's defeats, both when he was thrown into the sea and when he awakened the Nika DF, suffered from being given no breathing space. Instead of letting Luffy's fate linger (which readers knew wouldn't die), Oda immediately placed cliffhangers showing that he will be back to fight Kaido.
Info-only chapters, like you called them, would be more than welcome. They would offer a fresh take on Oda's crammed storytelling. Many hoped Elbaf would touch more upon local customs and weird traditions, like Skypeia had. Instead we were given three underdeveloped realms, one village, one castle, one library--and off we go, skipping from HK to HK, without any of their individual actions having the necessary room to make this story feel alive like it once was.
A cast of 1,000 characters is not impressive if you use it worse than you would only 4. Less is more, especially as the story should approach its conclusion and should, ideally, build upon its foundations, instead of introducing a hundred new ideas.
