Technically, we don't know what prison Who's Who went to. As a non-pirate, there could be another location intended for undesirables like Who's Who.
We know it happened when Jinbe was a Shichibukai.
Who's Who treats it like it happened more than a few years ago, like it's old news.
Who's Who was a former pirate captain before joining Kaido and rising to the rank of Tobi Roppo.
So IMO, Who's Who probably escaped some prison 5~ years ago, had a short career as a solo pirate captain before being recruited by Kaido.

There are countless Prisons around the World, He could have been sent to any of them
Being Strong doesn't mean you're 100% going to Impel Down, it's Marines or WG's Decision to make
