Controversial when do you think Naruto and Sasuke being reincarnations was thought of?

At what point in the story do you think the idea of Naruto and Sasuke being the reincarnation of the Two original "God Brothers" was?

I think it came around after Jiraiya died. Kishimoto had a lot more symbolism focused on Sasuke and Naruto as a pair going forward and started including the Sage of Six Paths lore into the story.
