Questions & Mysteries Where do you guys scale Biscuit and Razor?

Razor is a difficult case. The man is strong no doubt. How strong ? More difficult to know. He can be a little bit weaker than Hisoka or as strong or stronger and I wouldn’t be shocked.
But no doubt for Biscuit. I don’t see pre death Hisoka beating her at all. Current one is too much of a mystery.
I think she is up there with the best fighters (below the top tiers like Netero Ging etc).
Biscuit is hyped non stop either by stats, databooks, feats etc etc etc
She is Zeno/Chrollo tier

Razor is stronger than any Phantom Troupe member imo, it's practically stated that he's stronger than Bisky and Hisoka, and six members of the Phantom Troupe avoided fighting him.
Bisky is probably in the upper Phantom Troupe tier close to people like Hisoka/Chrollo, though her hatsu is completely useless in combat so it's hard to say for sure.

So why he wanted to fight some and don't show interest in others? And coincidentally those he wanted to fight seems to be as strong if not stronger than he?
