Is it outside of NW? Is it at the center of NW?
Is it at paradise?

For me Laughtale is hidden undersea inside the redline or just a lost kingdom which was submerged by waters.

As the wiki reminds us, no matter which route you go, all Logs Poses end at Lodestar, the penultimate island of the Grand Line.

So, this says that Laugh Tale still is in the New World, but the aforementioned Logs can't find it, only by having the four Road Poneglyphs can you pinpoint it.

Now how they provide the means to find it, I can't say. I can only guess the sea around Laugh Tale is some sort of super fog and that there are four landmarks in the sea that provides the method to make the X.
