It is prettly obvious that Blackbeard will attack Celestial Dragons eventually. He wants to depose them. Even if that isn't possible yet, he looks for powerful Devilfruits and they have a bunch of them. Most important, Rocks did it in the past, and Oda will create strong parallels between him and Teach. Kid is a natural ally of BB because they both hate Shanks. He also grew up on an island that wasn't under the protection of the WG. Like those where the Celestial Dragons to their manhunts. Already on Sabaody Kid made clear that he hates the world aristocrats. I am pretty convinced about all of this, even made a video on it couple months ago:
What I am unsure of is where this raid will take place. Blackbeard currently seeks kingship. That could be used to get easier access to Maryjoa, just like the Warlord status made it easier to invade Impel Down before the Time Skip. On the other hand, we just learned that the CDs do a manhunt every 3 years. They could do one soon again. Perhaps Blackbeard would strike then and there.
Two islands not affiliated with the government are Sphinx and Kid's homeland. Sphinx was already invaded by navy, who thought they could do what they wanted until Weevil showed up. The civilians are harmless. Perfect for people like Charlos to feel powerful. Whitebeard was part of the original God Valley incident. Now his homeland would be attacked like God Valley was in the past. If Kid's homeland was selected, him allying with Blackbeard would make even more sense.
