I’d have to say JoJo’s Bizarre Adventure takes this rather easily, followed by Hunter X Hunter. Naruto fights were kinda clever in part 1 and sometimes in part 2 pre-war. One Piece fights were sometimes clever pre-TS, but not so much post-TS. Overlord did sometimes, but because the main characters are vastly overpowered, they don’t need to rely on tactics as much when it comes to fighting. By the way, I’m only talking about physical fights, so no mental “fights”, like in Death Note

Shikamaru’s fights are why he’s my favorite Naruto character. All of his fights were pretty clever, even as the series became more DBZ-esque
Ehh was it really that clever? It was just Netero using his incredibly OP Hatsu decently and Togashi comparing it to Gungi. There were more clever HxH fights imo. A good majority of JoJo Stand fights were more cleverly written than this imo
